On April 29, the 9th Digital China Summit opened in Fuzhou, Fujian Province. The Summit was co-hosted by the National Development and Reform Commission, the National Data Administration, the Cyberspace Administration of China, the Ministry of Industry and Information Technology, and the People’s Government of Fujian Province, under the theme “Accelerating Innovation and Development of Digital and Intelligent Technologies, Deepening the Construction of Digital China.” Ding Xuexiang, Member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, attended the opening ceremony and delivered a keynote speech.

As the only rule-of-law forum of this Summit, the sub-forum on “Large Models, AI Agents, and Frontiers of Foreign-related Rule of Law,” hosted by Renmin University of China and organized by Renmin University of China Law School, the Fuzhou Research Institute of Renmin University of China, and Fujian Electronics & Information (Group) Co., Ltd., was successfully held in the afternoon in Room 203 of the Digital China Convention Center in Changle District, Fuzhou. The sub-forum received strong support from the School of Foreign-Related Rule of Law, the Law and Technology Institute of Renmin University of China, the MOE Philosophy and Social Science Innovation Team on “New Technological Revolution and Future Rule of Law Innovation” Fuzhou University Law School, the Digital Law Research Association of Fujian Law Society, and Minjiang University Law School, with academic support provided by the editorial department of Digital Rule of Law. More than 200 leaders, experts, scholars, and industry representatives from government agencies, universities, and enterprises attended the sub-forum.

At the forum, RUC Law School released a special report on AI legislation and an AI rule-of-law knowledge platform. Ruijie Networks, an enterprise affiliated with Fujian Electronics & Information Group, launched an advanced industry AI agent “Azai.” Hangzhou Hanzi Information Technology Co., Ltd. released a “Digital China” application scenario for “Judicial Credit Repair,” an intelligent application model for tiered governance in the enforcement field.
