On January 6th, a seminar with the theme of "Quantitative Assessment of Social Dangerousness" was held in Beijing. The seminar was organized by the Interdisciplinary Platform for Technological Revolution and Future Rule of Law at Renmin University of China, along with the Judicial Data Quantitative Research Center of the Renmin law and Technology Institute . Participants focused closely on the research project titled "Exploring Effective Pathways for Reducing Detention Rates and Quantitative Assessment of Social Dangerousness," which was conducted jointly by the Center and the Supreme People's Procuratorate in 2019.Mr. Zhang Xiaojin, Deputy Head of the First Procuratorial Department of the Supreme People's Procuratorate, along with prosecutors Mr. Liu Zhongqi and Mr. Zhao Xianwei from the Procuratorial Information Technology Research Center, presented on the data construction of social dangerousness quantitative assessment, the dynamic changes in the evaluation system, and the impact of this assessment on activities such as arrest and prosecution.
Representatives from academic circles included Mr. Cheng Lei, Executive Director of the Judicial Data Quantitative Research Center at Renmin University of China, Mr. Zhou Yu, Deputy Director, Dr. Gao Tongfei, Postdoctoral Fellow, Mr. Wu Hongqi, Researcher at Peking University Law School, Professor Sun Yuan from the University of Chinese Academy of Social Sciences School of Law, Mr. Dong Kun, Researcher at the Institute of Law, University of Chinese Academy of Social Sciences, Professor He Ting from Beijing Normal University Criminal Law Research Institute, Professors Li Xunhu, Wu Hongyao, and Guo Shuo from China University of Political Science and Law, Associate Professor Gao Tong from Nankai University School of Law, and Professor Lin Xifen from the Ko-Yuan Law School of Shanghai Jiao Tong University, Professors Sun Changyong and Zhang Jixi from Southwest University of Political Science and Law, among other academic representatives, participated in in-depth discussions and exchanges.
Representatives from the procuratorates of Nansha District in Guangzhou, Yuecheng District in Shaoxing, and Laohekou City in Xiangyang, serving as pilot units, provided explanations of the changes in their work since the initiation of quantitative assessment pilot projects. They also gave brief introductions to their respective explorations in supporting work during practice.
