China-U.S. Intellectual Property Dialogue: Global Governance of Intellectual Property Successfully Held in the United States

On November 20, 2025, the symposium titled "China-U.S. Intellectual Property Dialogue: Global Governance of Intellectual Property" was successfully held at the Embassy of the People's Republic of China in the United States. The event was jointly organized by Renmin University of China Law School of , China University of Political Science and Law, and Penn State Dickinson Law, with the Intellectual Property Law Research Association of the China Law Society as a cooperating institution and the Sunshine Intellectual Property and Legal Development Foundation providing support. Approximately 50 representatives from academia, the legal profession, and the business sector in both China and the United States attended the symposium.

The discussions focused on key topics including pharmaceutical protection, legal regulation of big data and trade secrets, standard-essential patents, artificial intelligence and copyright, and IP cooperation between Chinese and American enterprises. Opening remarks were delivered by Qiu Wenxing, Chargé d'Affaires ad interim of the Chinese Embassy in the United States; Danielle Conway, Dean of Penn State Dickinson Law; Yang Dong, Dean of Renmin University of China Law School; Guo He, Executive Vice President of the Intellectual Property Law Research Association of the China Law Society and Associate Dean of the Intellectual Property School of Renmin University of China Law School. Shen Xuesong, Minister Counselor for Education at the Chinese Embassy in the United States, was also in attendance.

During the thematic dialogue session, Guo He, Yang Dong, Ding Xiaodong, Zhang Jiyu, and Sun Jingzhou of Renmin University of China Law School delivered keynote speeches and provided commentary.

The "China-U.S. Intellectual Property Scholars Dialogue" was initiated in 2012 with the participation of Professor Liu Chuntian of Renmin University of China. It has been jointly organized by the Intellectual Property School of Renmin University of China and the U.S. Chamber of Commerce, bringing together policymakers to exchange views on on China-U.S. intellectual property relations, global innovation mechanisms, and the foundations of IP protection, and has issued outcomes including the Memorandum of the China-U.S. IP Scholars Dialogue. The dialogue follows the principle of "seeking common ground while reserving differences," and, under the guidance of experts from both countries, aims to explore IP protection mechanisms and foster mutual understanding and consensus. In recent years, the dialogue has been temporarily suspended due to the disruptions caused by the COVID-19 pandemic and other factors.

Its resumption in Washington, D.C. not only continues a twelve-year academic tradition but also sends a positive signal that scholars from both countries to promoting consensus on rules through rational dialogue and addressing global challenges through open cooperation, thereby contributing insights and efforts to global IP governance. Looking ahead, the "China-U.S. IP Scholars Dialogue" will continue to build on past achievements. The 2026 meeting is tentatively planned to be held in China, further consolidating and deepening the academic cooperation mechanism on intellectual property between the two countries.
