On the afternoon of November 4, 2023, the Symposium on Data Legal Systems was held in Lecture Hall 601 of the Mingde Law Building at Renmin University of China. The symposium was jointly organized by the Law School of Renmin University of China, the Civil Law Research Association of the China Law Society, the Renmin University of China Civil and Commercial Law Research Center, the Renmin Law and Technology Institute, the Digital Law Teaching and Research Center of the Law School of Renmin University of China, the Interdisciplinary Platform for Technological Revolution and Future Rule of Law, the Science and Technology Innovation 2030 – "Next-Generation Artificial Intelligence" Major Project, and the Research Group on the "Institutional Construction of Trustworthy AI Legislation." Legal scholars and experts from domestic academia, as well as representatives from various industries and enterprises, were invited to participate in the symposium.

Zhang Xinbao, Professor  of the Law School at Renmin University of China, pointed out that the Opinions of the CPC Central Committee and the State Council on Establishing a Data Base System to Maximize a Better Role of Data Elements, as the basic research and guidance for the development of the digital economy, essentially aim to construct the fundamental data system

Yang Dong, Dean of the Academy of Interdisciplinary Studies and Director of the Personnel Department at Renmin University of China, discussed the construction of the data system primarily from a market perspective

Yang Kaifeng, Dean of the Academy of Interdisciplinary Studies at Renmin University of China, first discussed the value of data elements from the perspective of public administration

Guo He, Vice Dean of the Intellectual Property School at Renmin University of China, shared his views on the legal protection of data property

Li Chen, Professor of the Law School at Renmin University of China, regarding data protection, shared five institutional experiences from intellectual property law in addressing new issues

Li Zhenhua, Dean of the Research Institute of Ant Group, discussed three aspects: data property rights, data circulation, and data exchanges

Zang Lei, Legal Research Director of the Legal Department of Tencent Group, expressed his views on data protection and compliance

Chen Jun, Business Director of Suzhou Big Data Group, Chairman of Suzhou Data Asset Operation Company, and General Manager of Suzhou Big Data Exchange, explained the situation of data circulation from the perspective of market exploration

Xiong Bingwan, Associate Professor of the Law School at Renmin University of China, Executive Director of the Platform Governance Research Center of the Renmin Law and Technology Institute, provided several supplementary points on data property rights, starting from the international exchange of relevant systems
