Seminar on the Personal Information Protection Law (Draft) Successfully Held

      Recently, the Standing Committee of the National People’s Congress published the  Personal Information Protection Law (Draft)  of the People’s Republic of China and solicited public comments thereon. On the afternoon of October 28, a special seminar concerning the aforesaid Draft Law was successfully convened. Hosted by the Renmin University of China Law School and undertaken by Renmin Law and Technology Institute, the seminar gathered leading officials, practitioners, experts and scholars from the Legislative Affairs Commission of the Standing Committee of the National People’s Congress, the Cyberspace Administration of China, universities across the country, and the internet industry to conduct in-depth deliberations on the Draft Personal Information Protection Law.

      The opening ceremony and keynote session were presided over by Zhang Jiyu, Associate Professor of Renmin University of China Law School and Executive Director of the Renmin Law and Technology Institute.

      At the opening ceremony, Deputy Director Yang Heqing of the Economic Law Division, Legislative Affairs Commission of the Standing Committee of the National People’s Congress, and Director Li Min of the Legal Affairs Section, Bureau of Policies, Laws and Regulations, Cyberspace Administration of China, delivered speeches on behalf of their respective institutions. Subsequently, Professor Wang Yi, Vice President of Renmin University of China, Dean of its Law School and Director of the Renmin Law and Technology Institute, delivered welcoming remarks in the capacity of the host organization.

      Director Gao Fei from the Economic Law Division of the Legislative Affairs Commission of the Standing Committee of the National People’s Congress and Xu Xiu’an from the Legal Affairs Section, Bureau of Policies, Laws and Regulations, Cyberspace Administration of China attended the seminar as non-voting observers.

      During the keynote session, Professor Zhang Xinbao, Professor of the Renmin University of China Law School and Editor-in-Chief of China Legal Science, and Researcher Zhou Hanhua, Deputy Director of the Institute of Law of the Chinese Academy of Social Sciences, Director of the Research Center for Cultural Legal System, and Head of the China Law Society Cyber and Information Law Society, delivered keynote presentations in sequence revolving around the seminar’s theme.

Session 1: Public Law Perspectives on Personal Information Protection

      The discussion sessions of Session 1 and Session 2 were presided over by Wang Ying, Associate Professor of the Renmin University of China Law School and Deputy Director of the Renmin Law and Technology Institute. Free discussions were joined by Wang Xixin, Professor of the Peking University Law School, Executive Director of the Law and Development Academy of Peking University and Editor-in-Chief of Peking University Law Journal; Yu Wenguang, Associate Professor of the Renmin University of China Law School and Research Fellow of the Renmin Law and Technology Institute.; and Su Yu, Associate Professor of the Law School of People's Public Security University of China.

Session 2: Private Law Perspectives on Personal Information Protection

      Scholars and experts including Cheng Xiao, Professor and Vice Dean of the School of Law, Tsinghua University; Feng Jue, Deputy Director of the Editorial Department of Chinese Journal of Law published by the Chinese Academy of Social Sciences; Shi Jiayou, Professor of the Renmin University of China Law School and Executive Director of the Civil and Commercial Law Research Center; Wan Fang, Associate Professor of the Law School, Beijing Foreign Studies University; and Bao Xiaoli, Lecturer of Beijing Institute of Technology School of Law, held a discussion centered on "Private Law Perspectives on Personal Information Protection".

Session 3: Industrial Perspectives on Personal Information Protection

      The discussion session of Session 3 was presided over by Ding Xiaodong, Associate Professor of the Renmin University of China Law School and Deputy Director of the Renmin Law and Technology Institute. Speakers who delivered presentations in sequence were as follows: Fang Yu, Director of the Internet Law Research Center at the China Academy of Information and Communications Technology; Li Li, Executive Director of JD Group Legal Research Institute; Ding Daoqin, Director of ByteDance Legal Research Center; Liu Ming, Expert at the Policy and Regulation Research Office of Alibaba Group; Wang Rong, Chief Data Policy Expert of Tencent Research Institute; Guan Hongbo, Senior Research Fellow of the Tencent Security Strategy Research Department; Li Haiqing, Deputy Director of the Brand Maintenance Department at Huawei Device Co., Ltd.; Liu Xiaocen, Senior Research Fellow of Meituan-Dianping Legal & Policy Research Institute; and Rong Lu, Research Fellow of Baidu Institute of Public Policy.

      In closing, Deputy Director Yang Heqing of the Economic Law Division, Legislative Affairs Commission of the Standing Committee of the National People’s Congress delivered a wrap-up summary of the seminar. Following more than four hours of animated exchanges and in-depth deliberations, the seminar was brought to a successful conclusion.
