The first "Digital Economy and Future Rule of Law "Summit Forum successfully held-"Blue Paper on Internet Rule of Law" released

On November 25,2018, the first "Digital Economy and Future Rule of Law" SummitForum, hosted by Renmin University of China and Jingdong Group, and undertakenby the Future Law Research Institute of Renmin University of China and theJingdong Law Institute, was successfully held in Beijing. More than 40government leaders, experts and scholars from home and abroad attended theconference and shared their speeches. More than 300 professional visitorslistened to the contents of the conference. This forum invited Professor ZhangWenxian to make a special speech; Professor Wang Wei, Ms. Long Yu, Li YingInspector, and Deputy Director Wei Li delivered speeches respectively.Professor Liu Chuntian, Professor Shen Weixin, and Deputy Chief Prosecutor ZhaoZhigang and other five experts and scholars gave keynote speeches on topicssuch as changes of Internet and law, digital economic rule of law system andregulations, intellectualization of procuratorial work, legal convergence, andInternet trial mode. Nearly 30 experts and scholars from China, the UnitedStates, Germany, and the United Kingdom participated in topics as follows:“Technology, Business and Ecological Governance” “Intellectual PropertyProtection and Competition Regulation in the Digital Economy”, “Big Data,Artificial Intelligence and Digital Economy Governance”. In addition, the forumalso released the "Blue Paper on Internet Rule of Law (2018)”, which wasproduced by the Future Law Research Institute of Renmin University of China andthe Jingdong Law Research Institute.

At this forum,Mr. Zhang Wenxian, vice president of the China Law Society, director of theacademic committee, and senior professor of Jilin University and ZhejiangUniversity, made a special speech entitled “What is the ‘future rule of law?”.

He pointed outthat the future rule of law is both a new concept and a new proposition, and itrepresents a new thinking. We must study, plan, and build the “rule of thefuture” from a strategic height that is facing the future, towards the futureand leading the future. The society in the future will be intelligence, sharingand risky. It is hoped that the legal scholars will actively cooperate with thescientific and technological scholars and the business community. We hope that theywill aim at human interests, take the subjectivity of human beings as thebasis, and lead and regulate a new round of scientific and technologicalrevolution with the rationality, virtue and strength of the rule of law, andembrace a better world together.

The moststringent data protection law in history - the European Union,s General DataProtection Regulations (GDPR) came into effect in May 2018, causing widespreadconcern around the world. Mr. Paul Csiszar, Head of the Directorate-E forCompetition of the European Commission, said that the GDPR,s privacy rules fordata protection allow consumers to harness their own data and enable Internetcompanies to provide privacy protection to consumers around the world with thesame standards. These rules will bring a lot of restrictions to Internetcompanies, bringing high compliance costs, and they need to be widely valued.

Boris Bohme,Director of the Department of Product and Equipment Safety of the GermanMinistry of Economics and Energy, also believes that the digital economy isclosely related to the rule of law, and the digital economy and innovation alsorequire our tailored rules to regulate. For the rules of digital economy, theGerman government attaches great importance to five aspects, namely transparency,legal certainty, fair competition, data sovereignty and synergy standards.Germany promotes international dialogue through the G20 summit and strives toform a legal framework for uniform rules in the international arena.

As one of theorganizers of the summit forum, Jiao Jiao, vice president of the Jingdong Groupand head of the Legal Department, thanked people from all sectors and said thatthe Jingdong Law Institute will continue to cooperate with the Institute ofFuture Rule of Law deeply, willing to walks of life. We will work with expertsfrom all sectors and jointly deepen the research in related fields such as theBlue Paper on Internet Rule of Law and contribute to the healthy and positivedevelopment of the Internet ecosystem.

Professor WangYi, Dean of the School of Law of Renmin University of China and Dean of theInstitute of Rule of Law, also summarized the agenda for the day. Dean Wang Yisaid, "A new era of history is coming, and each of us is in the middle ofcreating a process of history." "After our unremitting efforts, wemust turn such a forum into a Davos Forum in the field of digital economy andthe future rule of law.” providing a perfect ending for the first “DigitalEconomy and Future Rule of Law” summit forum.
