Abstract

AI governance has become a cutting-edge issue and an important area of national and social governance. However, there is an urgent need to enhance capabilities in areas such as AI technological innovation, risk prevention, corporate self-governance, government regulation, social oversight, and international collaboration. The first priority in AI governance should be enhancing the ability to develop AI in a safe and trustworthy manner, and thus, the concept and mechanism of "empowerment-based AI governance" should be established. The core idea of empowerment-based AI governance should be human-centered, development-oriented, and include principles like AI for good, inclusive caution, agile governance, and sustainable development. It is essential to build a legal framework for empowerment-based AI governance, including integrating legal and technological governance, establishing co-governance mechanisms involving multiple stakeholders, creating "safe harbor" mechanisms compatible with AI development, and establishing dynamic regulatory mechanisms that encourage ethical AI development.
