Abstract

Algorithm filing is an algorithm governance system created by China in the new era. As an important measure to promote algorithmic governance in the context of the exercise of digital rule of law, this system is the extension and innovation of the governance principle of “combining effective market with the successful government” in the digital field. As an innovative system, it is necessary to be guided by the principles of national governance and digital rule of law, in order to have an insight into its legal attributes, policy attributes, and governance functions, and clarify the dual nature of technology and specification of the algorithm record object. On this basis, scientific methods such as purpose thinking, cooperative thinking, dialectical thinking, and systematic thinking are adopted to promote the construction of an algorithm archiving system, and the function of the algorithm archiving system is standardized and optimized with the concept and mechanism of suitable law and responsible governance. Thus, making it possible to maximize its role in improving regulatory efficiency, controlling algorithm risk, motivating enterprise compliance, protecting citizens' rights and promoting public interests, and promoting digital technology to the prosperous on the track of rule of law.
