Abstract

In the system engineering of cyber violence governance, platform governance is an important aspect. In view of the non-negligible role played by platforms in the formation and development of cyber violence, the passive role given to platforms based on traditional net neutrality and a posteriori liability should be abandoned, and the platforms should assume certain proactive obligations a priori in advance within a reasonable extent. For network information that is obviously illegal, the platform shall take the initiative to shield and delete it. In accordance with the principle of proportionality, certain reasonable obligations of prevention of platform should be provided by law; The educational function of the platform should be strengthened. Certain special obligations should be imposed on large platforms.
